RTV changing nominate list

Detailed description of the bug
At the beginning of the round, we had the first round of nominations for the next map. Then RTV also happened later in the round and the nominate list was changed to different maps. (The clip only shows the second vote but they were different maps then the regular nextmap vote).

My guess is some LE was messing around with map timings. If this happens again lmk.
